マイナス金利ってなんぞや？

今日の日本経済新聞の１面に書いてありますマイナス金利って何？

”お金を預ける際にもらえる金利がゼロ％を下回ること。Usually, the person who borrows money pays the interest.、With negative interest rates, the person who deposits the money pays interest.。This decision applies when banks deposit money with the Bank of Japan.。It does not make interest rates on bank deposits negative for individuals and companies.。”
